Welcome to the Guam Customs & Quarantine Agency

 A MESSAGE FROM THE DIRECTOR

Director of Customs

        We are the Customs and Quarantine Agency, charged with protecting our island borders from the infiltration of illicit drugs, firearms, explosives, harmful plant pests and diseases, communicable diseases, and acts of terrorism, to name a few.  Today, approximately 1.2 million passengers, 22,000 vessels and aircraft, more than 60,000 containers, 37 million pounds of Air Cargo, and 1 million parcels and letters, cross our borders each year. 

        With the advent of the marine force relocating from Japan to Guam, the volume of passenger, cargo, conveyance, and mail movements is expected to dramatically increase in connection with this anticipated buildup.  This growth, of course, will place an insurmountable strain upon our already limited manpower and equipment resources in carrying out our mission responsibilities. 

        The agency finds it necessary to modernize its security capabilities through the integration of state of the art technology, increased inspections and surveillance, improved training and standards, collaboration with local and federal entities, and lastly, work closely with the private sector. 

        Customs covers Guam's borders at the A.B. Wonpat Airport, Anderson Air Force Base, U.S. Postal Service, Commercial Port, and 6 Container Freight Stations.  We also have various officers assigned to Task Forces with Guam Police Department, National Oceanic Atmospheric Administration (NOAA), Drug Enforcement Agency (DEA), US Postal Service and Immigration and Customs Enforcement (ICE).  Our responsibilities are wide and varied and only through professional commitment and dedication from our men and women of Customs and Quarantine that we can accomplish such a difficult and overwhelming mission.
